Take I-5 North
In Red Bluff (130 miles north of Sacramento), take the CA-36 East/CA-99 S exit toward central Red Bluff
After 2 miles, turn left to continue on CA-36 toward Chester (do NOT continue on CA-99)
Drive through Chester
North Shore Campground is 2 miles east of Chester on CA-36.

Driving time from Sacramento is approximately 3 hours. See map below.

From Reno:

Take US-395 North toward Susanville
Drive through Susanville on CA-36.
North Shore Campground is off of CA-36, approximately 32 miles from Susanville. (If you get to Chester, you have gone 2 miles too far.)

Driving time from Reno is approximately 2 1/2 hours. See map below.
